These are published government figures for construction. Know them before anyone quotes you. A single all-in price you cannot break down is a price you cannot check.

Construction levy

These are per worker. You pay them yourself, straight to the official portals. If anyone offers to pay the levy for you, stop there. One thing worth being clear about: you do not pay the levy first. Nothing is due before your quota is approved.

How quota works now

eQuota changed the rules in July 2026.

Quota applications now go through KESUMA's eQuota system. Case-by-case approval is gone. Two things follow. Your application has to be right the first time. And anyone claiming a connection that speeds it up is describing something that no longer exists.

The construction opening is described for G4 and above. What is not clear is whether the 100-worker condition means your whole payroll or one application. We have asked, and we publish the question as unanswered rather than guess.

What your file needs before you submit

  • Company registration documents

    Your SSM records must match the applying company exactly. Mismatched names are a common rejection.

  • CIDB registration and grade

    Current, not expired. Your grade decides what you can apply for.

  • Sector approval for construction

    Project papers that back up the number of workers you are asking for.

  • Act 446 accommodation evidence

    Certified housing that meets the minimum standard. Sort it before you apply, not after workers land.

  • Justification for the headcount

    A number that matches real project work. Asking for too many attracts attention you do not want.
